President’s Award of Recognition

2018 President’s Award

The 2018 President’s Award was presented to Robert E. Millward, in recognition of his outstanding contribution to the advancement of Land Economics.

Robert Millward is the President of R.E. Millward & Associates Ltd., an urban planning consultancy which he founded in 1997 following a distinguished career as a municipal planning official for both the New York City Planning Department and the City of Toronto.

Bob began his career in New York in 1968 and worked in a variety of positions, including the Deputy Director of Brooklyn Planning and Director of the Staten Island Planning Office. In 1974, Bob began a career at the City of Toronto that would span more than 20 years. As the Director of Housing Planning for the City’s Housing Department (1974-1979), he helped to coordinate the development and implementation of the St. Lawrence Neighbourhood, one of the most successful mixed use and mixed income communities in North America. Bob then served as the Director of Central Core and Waterfront for five years before taking on the role of the Commissioner of Planning and Development for the City of Toronto between 1987 and 1996. As Commissioner, he was involved in all aspects of policy formulation, project management and economic development. During his tenure, Bob led the development of innovative planning policies including the strategic directions and implementation of the 1991 Official Plan for the City, the rewriting of the City’s Zoning Bylaw and the reinvestment effort in King-Spadina and King-Parliament.

In 1997, Bob left the City to take on his current role as a private consultant, acting as the Lead Planning Consultant and Project Manager for a variety of master planning processes, large scale consultations and land use development projects.

Bob has served as Chair of the Toronto Board of Trade’s Planning Committee, coordinating various Board positions such as quality urban design, development approvals reform and Planning Act reform. He was also a member of the Waterfront Task Force and the Board’s Infrastructure Committee. In 2013, he served as the Executive Director of the Urban Land Institute’s Toronto District Council. He has also been a long-time member of BILD, the Ontario Professional Planners Institute and the Canadian Institute of Planners, and was named a Fellow of CIP in 2007.
