Over the past several years, the City and the Province have introduced a series of policy changes intended to expand housing supply and choice across Toronto, including within established neighbourhoods. At the same time, the policy and regulatory environment has become increasingly complex. In practice, much of this complexity is mediated through the Committee of Adjustment. Committee members are frequently asked to evaluate applications at the intersection of evolving policy directions and legacy regulatory standards. This dynamic has raised broader questions about the role of the Committee and the continued application of legacy zoning provisions—including Chapter 900—and whether alternative approval pathways may need to be considered as policy continues to evolve Committee’s role and how it can more effectively support the implementation of modernized zoning while strengthening public trust.
